And what he found isn't exactly flattering. Rasins has returned almost $7 million worth of those vouchers, with a recommendation they not be paid.

"Rasins is to be complimented not just for finding these mistakes, because that is his job as auditor, but also for bringing this sloppy financial management to the attention of the public.

"It shouldn't be up to Rasins to mop up this money mess. Someone needs to find out why the job is not being done right at some county department desks. Taxpayers would appreciate it, even as they thank Rasins."
